California Work Opportunities and Responsibility to Kids:  The CalWORKs program provides temporary financial assistance and employment focused services to families with minor children who have income and property below State maximum limits for their family size. Most able-bodied aided parents are also required to participate in the CalWORKs GAIN employment services program.

The GAIN program provides employment-related services to CalWORKs participants to help them find employment, stay employed, and move on to higher paying jobs, which will ultimately lead to self-sufficiency and independence. CalWORKs participants receive GAIN services in the GAIN Regional offices.
Participation in GAIN is mandatory for all CalWORKs participants unless exempt. Exemptions require documentation, verification, and approval of a GAIN Services Worker. Exempt participants may volunteer to participate in GAIN. Once a volunteer enters the program she/he must adhere to the rules and regulations of the program as mandatory participant.
Cash Assistance Program for Immigrants (CAPI) provides cash assistance to certain aged, blind, and disabled legal non-citizens ineligible for Supplemental Social Security Income/State Supplemental Payment (SSI/SSP) due to their immigration status. CAPI participants may be eligible for Medi-Cal, In-Home Supportive Services (IHSS), and/or Food Stamps benefits. Although CAPI applications may be filed at any DPSS General Relief office, it is recommended that these applications be filed at the Wilshire Special (CAPI) District Office.
General Relief (GR) is a County-funded program that provides financial assistance to indigent adults who are ineligible for federal or State programs. The GR caseload includes the following employability status classifications:
  • Employables are participants with no medical conditions that would prevent employment. GR employables may receive GR for nine months in a 12-month period, provided they continue to comply with GROW requirements.
  • Unemployables are participants who have one or more medical conditions (temporary or permanent) affecting their ability to work. GR benefits are not time limited for unemployables.
The General Relief Opportunities for Work (GROW) program offers employment and training services to employables and is designed to help GR participants obtain jobs and achieve self–sufficiency. Substance abuse treatment is also available if necessary.
The Supplemental Security Income Medi-Cal Advocacy Program (SSIMAP) provides physically and mentally disabled General Relief (GR) participants with assistance through the SSI application process. The Program focuses on obtaining an early SSI approval for GR participants who appear to meet SSI eligibility criteria. GR participants who are potentially SSI eligible are identified by medical and mental health professionals and referred for SSI advocacy. SSI Advocates are available on-site in all GR district offices and CalWORKs districts with GR cases.
  •  GROW provides employment and training services to help employable General Relief (GR) participants obtain jobs and achieve self-sufficiency. Participants are assigned to a GROW Case Manager who will work with them to achieve their employment goals.

The EITC Campaign is a county wide collaboration between various government agencies, non-profit organizations, community and faith based organizations, and private industry with the goal of raising awareness of the EITC and increasing the economic well being among Los Angeles County residents. This program is a free service which allows children to borrow toys from a Toy Loan Center in the same manner in which they borrow books from the public library.
DPSS provides free tax preparation during the tax season for CalWORKs, Medi-Cal and Food Stamp participants with reported earnings through the Volunteer Income Tax Assistance (VITA) program. The VITA program assists low-income families and individuals with free and reliable income tax assistance including tax preparation, Earned Income Tax Credit (EITC), Child Tax Credit (CTC), and financial literacy materials.
IHSS helps pay for services provided to eligible persons who are 65 years of age or over, or legally blind, or disabled adults and children, so they can remain safely in their own homes. IHSS is considered an alternative to out-of-home care such as nursing homes or board and care facilities.
Medi-Cal program pays for medical care for some people whose savings and income are too low for them to be able to pay for their own care. Those people, in turn, may be required to pay the medical care costs back to Medi-Cal from what they owned when they died. The amount repaid can then be used to pay for care for others who need it.

These are health programs to cover the needs of everyone, regardless of age, race, or immigration status. We have programs for pregnant women, children, adults, families, and persons who are blind, disabled, or age 65 or older.
CalFresh was established to improve the nutrition of people in low-income households. It does that by increasing their food-buying power, so they are able to purchase the amount of food their household needs. CalFresh benefits are used instead of money at the grocery store.
The Golden State Advantage Card was implemented in 2004 as a new way of accessing your Cash and/or CalFresh.  Electronic Benefits Transfer (EBT) is how you receive and use CalFresh and Cash, CalWORKs, Refugee Cash Assistance, General Relief and Cash Assistance Program for Immigrants benefits. You use a plastic card called a Golden State Advantage Card (EBT Card) and a Personal Identification Number (PIN) to spend these benefits.
Allows homeless, disabled, and elderly (age 60 and over) receiving CalFresh benefits to use their Golden State Advantage (EBT) cards to purchase meals from participating restaurants.
